From Legislation to Implementation in Cambodia
In late 2014, after several years of discussion between advocates and the government, the Cambodian government passed comprehensive road traffic legislation. But major implementation problems arose after the passage of the Road Traffic Law. Citizens did not understand or respect the new law, and therefore did not follow it.
Multiple NGOs in Cambodia collaborated to address the implementation issue. They educated the public on what is in the law, helped fill holes in the legislation, and drilled down into the local level and worked directly with the provincial governments.
Tactics in this Case Study include: fostering partnerships, coordinating with other road safety activists, working closely with the government to commit funds for implementation, and conducting trainings and workshops on road safety.
